Not necessarily. A warning is given at the officers discretion, its not mandated that every officer must "warn" you before citing you a ticket. The officer that gave you the 1st ticket for your Yukon 'let you off easy'. It does not mean that the 2nd officer has to warn you 1st. It all depends on the officer that pulled you over. Some officer like to 'warn' people for minor things before citing them, so like to write tickets right off the bat. It all depends. Hope this helped! =)
