Why is the weather so much colder in Central and Eastern Canada than HIGHER latitude regions in West Canada?

Western Canada (Vancouver, Victoria, Prince George, etc), has a moderate oceanic climate effect. It means that an ocean current warms the surrounding land that it flows past.
